Customization of Mouse Pointer is something that is not at all a new features for those who have been using Windows for more than five years or more.
Windows 7 first gave the freedom to customize mouse pointer size and color. However, the color option was limited to only black and white.
With Windows 10 May 2019 Update, which is also known as Windows 10 1903 Update, you will be able to change both the size and the color of the mouse cursor. And most importantly, the color option is not limited to only Balck and white — you can pick whatever color you want.
