Microsoft has updated Windows 10 installation OOBE experience via update KB5005716. This update makes Windows 11 upgrade option available in OOBE or out-of-box experience to those with eligible PCs. It applies only to the Windows 10, version 2004, 20H2, 21H1, and 21H2 OOBE process and will be available only when the new update is installed.
So, this option becomes available only when internet connection is available while installing Windows 10 and the OOBE update KB5005716 gets installed.
