Microsoft has made it official now that only smartphones on the list below are eligible to get Windows 10 Mobile Creators Update. Consequently only below listed smartphones will be included in Insider Program to get Windows 10 Mobile Redstone 3 preview builds too.
If this trend continues then no Lumia smartphone may be able to get Redstone 3 officially, when released in November / December 2017.

- MouseComputer MADOSMA Q601
- Trinity NuAns NEO
Microsoft has cited its standard PR Blah Blah to exclude many devices which were able to run Creators Update with ease. In fact there is no apparent difference between hardware requirements for Redstone 1 and Redstone 2. We have at least three devices which had both Redstone 1 and 2 on them and we can’t point out any difference in performance.
We recognize that many Insiders will be disappointed to see their device is no longer supported. We looked at feedback from our Windows Insiders and realized that we were not providing the best possible experience for our customers on many older devices. That helped us determine which devices we support for the Windows 10 Creators Update. We are continually listening to your feedback to provide the best experience for ALL of our customers.

As per a report, Windows 10 Mobile Creators Update may be available for only a small set of Windows 10 Mobile devices.
The list posted by by Mary Jo Foley from ZDNet seems too small when compared to below list of devices supported by Creators Update Insider Preview. It will be interesting to see whether this report is correct and then what excuse Microsoft comes up with this time, to again remove so many capable devices from eligible devices list.
