WZor, who has been instrumental in bringing Windows leaks has posted about the RTM build leak on Twitter. According to him, this leaked 9600.17019.WINBLUE_GDR.140205-2003 build is Escrow RTM Build and he expects a sign-off of Windows 8.1 2014 Update very soon. After the sign off the RTM or release to manufacturers takes place.
