And the mystery deepens or rather reveals something? “Store apps & attachments on external storage and improve/provide micro SD support” feature request is also deemed complete by Microsoft after the File manager request.
So, it doesn’t look that odd now and may be it is indication of either GDR3 (not mentioned officially though) or WP8.1(Too late) bringing these two features. Or, hopefully MS may have planned smaller updates or standalone apps for bringing these features to OS.

Don’t want to think negative for now and let’s wait for some official communication.
