Microsoft has announced that it will bring some changes in how they deliver updates. The company will push the 19H2 Update like a monthly cumulative update to PCs running the Windows 10 May 2019 Update.
The Redmond giant also confirmed that although it will be releasing the update like a monthly cumulative update, it will release ISOs and as usual, you’ll be able to download and install them.
Yes, we are planning to release ISOs for 19H2 builds. No plans for this particular one since it is first, but there will be some made available along the way.

However, as you may have known, Microsoft doesn’t release ISOs for every Builds and this will continue to be the case, meaning that Microsoft will bring ISOs for selected Builds and not all. For example, recently released Windows 10 19H2 Build 18362.10000 does not offer any ISOs.
