A new look for Cortana’s Notebook is now rolling out for Windows 10 Redstone 4 insiders now. As you can see in the three screenshots above the Notebook has a lot of changes to show in terms of UI.
There are two tabs called Organizer and Manage skills. On the organizer tab, you can add lists and reminders. On the Manage Skills tab, you can add and remove Cortana skills like music providers and others.

The only issue so far is that the new Cortana Notebook is available only in the US market or perhaps on devices with en-US language support. This will expand in other markets and Microsoft will let insiders know once that happens.
