It seems the Official Delve app would be out soon for Windows 10. The app’s link has been posted on Twitter and if you follow it to Store you can see the Delve app by Microsoft still marked as “Test”. You won’t be able to install it yet. Microsoft has rolled-out Delve as a part of Microsoft Office 365 some time ago. But seems they plan to make it available as s standalone app soon.
