Microsoft is almost done with adding new features and bringing out new changes to the Windows 10 Redstone 4 insider builds (Version 1803). After some builds with mostly bug fixes and improvements, Microsoft will finalize the public release build of Redstone 4 that will be released as “Spring Creators update” most probably by end of March/beginning of April.
Now, probably starting next or next to next week Microsoft will start releasing Windows 10 Redstone 5 (Version 1809) builds to Skip Ahead ring for internal testing. Those in the Fast ring will keep receiving the Redstone 4 builds until the public “go live” of Spring Creators update.

In case you have already been enrolled in the Skip Ahead ring you would be able to receive the Redstone 5 preview build automatically. It seems Microsoft won’t open enrollment to Skip Ahead and will not accept new insiders in Skip Ahead.
Redstone 5 aka Windows 10 Version 1809 may bring back the Sets feature that Microsoft removed from Redstone 4 after a brief period of limited testing.
