Windows Phone 8.1 action / Notification center leaks in a video now

Windows Phone 8.1 Action center has leaked in a video now. The video shows Action center with only four slots for quick access toggles, yes these seem to be toggles. The action center works in the same way as the “Pull-down notification bar” on Android and Symbian which means it can be accessed by pulling-down from top.
