Microsoft has announced that Windows 10 19H2 update aka Windows 10 November 2019 Update aka Version 1909 is ready for release to all Windows 10 PCs. It has confirmed in its official blog post that the Build 18363.418 is the final build for the Windows 10 19H2 update and those in Release Preview ring already have it.
We are now getting the Windows 10 November 2019 Update (19H2) ready for release. We believe that Build 18363.418 is the final build and we will continue to improve the overall experience of 19H2 on customers’ PCs as part of our normal servicing cadence. Build 18363.418 includes all of the latest 19H2 features as well as the latest fixes included as part of KB4517389. Windows Insiders in the Release Preview ring already have this build, so no action is needed from them to get this build.
For installing the Windows 10 19H2 update on non-insider or general Windows 10 PCs running Version 19H1, an enablement package will be downloaded from Windows Update that will turn on the November 2019 Update features.

Explaining the naming of Windows 10 19H2 aka Version 1909 update builds, Microsoft has clarified that both Windows 10 19H1 and 19H2 updates will share the same cumulative update packages going forward and hence the numbers after decimal will be the same.
The only difference will be in that for 19H1 the Build will have 18362 while for 19H2 it will have 18363 in the name. For example, the latest 19H1 aka 1903 build is 18362.418, while as mentioned above the corresponding 19H2 build is 18363.418.
